South East Asia (SEA) Constituency Newsletter is a monthly publication designed to share key updates from the Global Fund Board and Alternate Members with SEA Constituency members. Launched in August 2024, it serves as a valuable resource for Country Coordinating Mechanism (CCM) Chairs, Coordinators, and the broader public, including health professionals, NGOs, and other stakeholders.

Each edition features insights on Global Fund Board discussions, the latest developments in global health, and country-specific initiatives addressing HIV, tuberculosis, and malaria. Organizations are encouraged to contribute their stories, activities, or event opportunities, such as conferences and workshops, by submitting content before the 25th of each month to seaconstituency@gmail.com.

Global TB Report

Global Tuberculosis Report 2024, published by WHO, offers a detailed analysis of the global TB epidemic, tracking progress in prevention, diagnosis, and treatment across countries and regions. It assesses the status of TB control efforts in alignment with global commitments, strategies, and targets.

This edition is based on data collected from 193 countries and territories, covering over 99% of the world's population and TB cases. The report provides the latest insights into TB trends and challenges, helping policymakers and health professionals strengthen their response to the disease.



Global HIV Report

UNAIDS has released a new report showcasing major advancements in HIV treatment, with 77% of people living with HIV now receiving treatment. In 2023, there were 1.3 million new HIV infections and 630,000 AIDS-related deaths worldwide.

The report also presents updated data and case studies, emphasizing the critical role of policy decisions made by global leaders this year. These choices will determine the future trajectory of the HIV response and whether the world can successfully overcome one of its deadliest pandemics.



Global Malaria Report

Published by the World Health Organization (WHO), the World Malaria Report is a key resource for tracking global progress and identifying challenges in the fight against malaria. The 2024 edition provides an up-to-date overview of malaria control and elimination efforts across 83 countries.

For the first time, this year's report includes a dedicated chapter highlighting the importance of a more inclusive and effective response. It emphasizes the need to reach the most vulnerable populations, including children under five, women and girls, Indigenous Peoples, migrants, persons with disabilities, and communities in remote areas with limited healthcare access.

As a critical tool for policymakers, health organizations, and stakeholders, the report helps drive global efforts toward malaria eradication.



Global Fund Reports and Investment Case

Global Fund's 2024 report highlights major progress in the fight against HIV, tuberculosis, and malaria. Since 2002, 65 million lives have been saved, with a 61% reduction in death rates from these diseases. In 2023, 78% of people living with HIV received antiretroviral therapy, TB treatment coverage reached 70%, and 57% of populations in malaria-endemic areas had access to treated nets. These achievements were made possible through strategic investments in Resilient and Sustainable Systems for Health, enhancing pandemic preparedness and strengthening global health systems.



Constituency Guidelines

General Constituency Management Guideline
Constituency Management Guidelines provide a framework to enhance governance, representation, and decision-making for constituencies within the Global Fund. These guidelines outline key principles, including constituency ownership, transparency, inclusivity, and accountability in internal processes. The document details the roles and responsibilities of governance officials, such as the Board Member (BM), Alternate Board Member (ABM), Constituency Focal Point (CFP), and Committee Members.

SEA Constituency Management Guidelines
Revised SEA Constituency Management Guidelines (May 2024) outline the governance, roles, and operational procedures of the South East Asia (SEA) Constituency within the Global Fund. These guidelines ensure effective representation, transparency, and accountability among member countries. The guidelines define the selection process, term limits, and responsibilities for these roles, ensuring balanced representation. Key sections cover voting procedures, constituency meetings, financial management, travel policies, and dispute resolution mechanisms.
